No fixer allowed!

I was working with my nephew's Birth certificate yesterday at the city hall. We want to change his last name to our last name but we didn't have the chance because in order for us to do that, parents of the kid should be present. So I work on my parents marriage contract instead. I was waiting for my number to be called when I saw a fixer. She was talking to a foreigner guy with his wife I think which is a filipina. She was talking in digits and I was like, poor people. They can manage to work it if they have patience and lucky for the fixer. And at the window it says - Bawal ang fixer (No fixer allowed). Do you happen to experience this? The photo is my nephew feeding the birds at the park.

Fixers are a fixture in most gov't office where the public do business with. People don't like queuing in long lines. I confess to using them to facilitate matters sometimes.

@JustBhem _It would depend on the kind of assistance you need. Until the gov't improve public service, it is the way it is and we have to do what needs to be done.

I didn't know what a 'fixer' was but I guess now from the comments it is someone who helps you with your transactions there.

Yes, the one that will help you make your transaction easier when it comes to government appointments. And it's not allowed here anymore. But there are still some.
