Syria - Is Russia Responsible For The Gas Attack?

It is really very disturbing and sad to see Syria using poisonous gas in the latest attacks where many innocent people have died. I was very sad to see a picture of a father holding 2 of his toddlers who had died in that attack.
I remember that in 2013, Russia was responsible for the disarmament of chemical and nuclear weapons of Syria which was under the rule of President Bashaar Assaad but as the previous and recent attack I believe Russia had not done their duty. Why didn't the UN send in a neutral auditing team to ensure that the removal was genuinely performed?
In this attack I cannot help not pointing my finger at Russia as being partly or wholly responsible for this horrific attack.

Nice to see you ! I have seen the picture,it is said that the two toddlers were twins.Sadly the recent missile attack makes matter worse.

@artemeis Yes, innocent people and children always bear the brunt of war.they are killed ,left homeless and become refugees.

There should be evidence about that Gas weapon. Maybe it's another misinformation about having a weapons of mass destruction again. No one wins on that war, people still just continues to suffer and die.
