My neighbour is upset with me but who cares?

These neighbours are new. They have taken up a flat on the first floor of a house another neighbour owns. These new neighbours have a dog. A nice looking dog. I see that dog being leashed 24 hours in their balcony with the door closed The dog cannot see them. They only feed the dog. I am not sure if he is even taken out or whatever.
I see him barking continuously. I spoke to them once very politely and expected them to take the dog inside as it is raining here these days as well. They did not do it. I therefore rang up the landlady who lives downstairs and told her she should take up the matter with their tenant. It seemed to have worked but I am not sure how happy these two would be with me.
The dog is happy and so am I

I still have two kittens because someone threw them out, the animal control got all but them, I will call tomorrow.

I am a proactive and do these sort of things in other areas too and so I have very friends but who cares? (lol)

Its such a shame when dogs are treated that way.
Hope they take him in for at least some part of the day.

It shocks me how the owners can do that. They do not even talk to that dog. Just put some food. I cannot bear to see it. Our little one (10 years now) is the centre of attraction here.

Oh no, if they can't take care of the dog properly then they must give the dog for adoption.
Having pet/s is a responsibility , geez, I am a pet lover and there is no way to treat a pet (especially dogs) like that.
