What are some effective ways to promote a book?

As an author I know that while it is not easy to write and publish a book, it is even harder to get people to buy it. How well a book does depends on how well it's marketed/promoted to readers, no matter how great or not great the book may be.
A book can be the greatest book out there but may have low sales. At the same time, a book can be not a great one (boring, full of mistakes, poorly written, etc.) but may have high sales. All this because of the effectiveness of the book promotion.
From the standpoint of authors - What are some of the effective ways to promote/market a book that actually work and result in sales and do not cost the author an arm and a leg?
From the standpoint of readers - When a book is marketed to you, or when you come across a book, what would make you want to buy it?
I think a cover is definitely a very important thing because that is usually the first thing readers see. If it draws the readers in that means there's a higher chance someone will buy it. Also, the book description is very important. It has to make the book sound interesting and be something readers will remember. This, too can lead to sales. And another good tip is to market the book to the right people, those that read the type of books you've written. That can help lead to sales.

Look for book review websites or blogs. Contact the publisher. Offer to be interviewed about your book. Offer to do a guest post. Ask if you can supply the links to where your books can be purchased. What's the worse that could happen? They'll say Yes or No.
Also, regularly tweet about your books.
Are you on Good Reads? That's another site where you can talk about your book.
By the way, if you have an eBook, I may know someone who wants to buy 5 copies. Would you like me to ask them if they're still looking to buy eBooks?

Besides my last book, my books are available as e-books as well. I have one novel but my other books are poetry or lyric books.

From a readers standpoint I want to buy the books that have an interesting cover but I think thats common. But also if it's in person the summary, I focus more on the summary than the recommendations or ratings that a lot put on the back of the book. One book that got me into it was because they didn't have the typical summary, they put an excerpt from the book that was from the climax. If it's on an app or something like that if they give you a few preview. Also when they go if you're interested in this book or author you'll like this book. That kind of thing

If the book is online then a preview is definitely beneficial because readers want to be able to read a little of what's in the book before deciding on whether to buy it or not. Not providing a preview can result in a loss of a sale for sure I think.
