Cut out the withered blossoms and do what the member @kiran8 has mentioned. Yet, it won't be possible to have roses bloom all year long. What you can do is: plant a mixture of early and late bloomers together so that the rose blooming period will be a bit longer.

Because I live in California and we really don't have seasons, I (being a novice) figured that they should therefore be forever beautiful HAHA
