Official apathy leading to havoc in common men's lives

Recently, Mumbai was in the news for wrong reasons. While a few days of severe waterlogging during the monsoon season is an annual affair, this time, it was almost a flood like situation. The authorities always talk about and make big plans of de-silting and cleaning drains, improving drainage etc yet nothing happens on the ground.
The pictures also showed that it was very severe. One of my cousins living in Mumbai had to spend a whole night in his office as almost all roads were flooded and train service was also disrupted.
The floods also claimed the life of a famous Mumbai Gastroenterologist Dr. Amrapurkar, who died probably by slipping into an open manhole.
That case has gone to a court, but his life won't come back.
Why so much official apathy.
Are the authorities devoid of technology or funds to improve Mumbai(and for that part other major cities' drainage and overall infrastructure).
Or is there a lack of will?
I have not found any clear answer to this. Has any of you?

No political will, just like my country its alwayd a problem, flood seems no solution. Shame, two hours of rain and flood is all over the metro.

I don't have an answer, but it seems that all over the world, governments are not interested in doing something to prevent disaster until it is upon them. Since this is true, we need to prepare to take care of ourselves and others if a disaster comes, and be alert and wise.

@petatonyescsca indeed it is sad to see that this is something that is seen not only in India, but in other countries too.
You are right that we have to be prepared ourselves but there are things against which individual preparation might not do much, like massive flooding, or flash floods.

I am hearing this water logging problem in Mumbai from my childhood, but nothing no measures are taken all these years..

@prashu228 even Delhi is not too better- its just that Delhi and its surroundings receive a lot less rainfall than Mumbai.
