How to help rebuild disaster areas suffering from hurricane Irma and others?

Perhaps an international fund could be set up for countries who are victims of acts of nature. Maybe run international lotteries to benefit these countries and build up the fund. How can money be raised to help these people.

Most nations have the money they need. I fully agree with @1hopefulman there is no shortage of money, but but there is a shortage of good will.

That is there is plenty of money is a very positive thing to know. Somehow we'll have to get out there and inspire people and countries to give to our fellow neighbors what they need. Moulik's suggestion about a benefit concert with celebrities, singers and actors would bring a lot of attention to this need worldwide.
