Here we have no exact information about this. These days I am trying to contact with one Canadian institution via email. They are notarizers. Until now they answered me in 24 hours. I see that now they aren't present in their office in Toronto, Canada. No emails from them. Probably they have their celebration. When is expected to them to come back to their office? I hope you get some answers in the comments. Being in Australia I can't really help although I do know Thanksgiving is just one day and Canada has theirs in October.

Canadian thanksgiving happened back in October so that wouldn't be why they haven't answered yet. It's probably just the time difference, or, if the institution you're trying to contact is a college, they were on strike for a month so probably have a lot of catching up to do.
