I believe he's having a flashback of a time when he smoked cigarettes with a friend, possibly a girlfriend. He's was seventeen, and she was sweet with a mean streak. I think we've all looked for answers in our lives, and he speaks of driving all night in the pouring rain. I would describe this as a feeling of extreme longing, searching for answers and frustrated they may not be found.
