Can't Believe This

So I was sleeping even dreaming and a kid was screaming to the mom " leave me alone I hate you".
This is what I think because I live in an apartment so when they scream you can hear it.
I think they woke him up.
Is it the kids fault?
I think it's the parents fault.
My kids sleep 9:30pm
Sometimes it's passed 11pm and you can hear that they are playing.
You can hear it even if you do not want to hear it.
What do you guys think??????

I don't have kids, but that is too late for any kid to be up.

Why the kids are screaming to their parents? Do they hate their parents for waking them up from their sleep?
