Annoying people from office

What do you do with annoying people from your work place?
I have a person sitting near me, from my team, who is always irksome. He is most of the times suffering from cold and cough which makes me suffer sitting besides. Making sounds of gulping cough and coughing loudly. I can understand when done naturally and deliberately doing to seek attention that "I am unwell".
Most of the times i ignore, but cant help as the office very quite and its the only sound around. Also burping loudly and continuously inspite of expressing displeasure is annoying.
Surprisingly, the same person remains silent with few people around or inside a meeting. Isnt that strange ?

That sure is strange. I think you find him irritating. It is natural at times. Try speaking to your boss and ask for change in seat. Once you are far from him, the irritation levels will cease. It may be a subconscious reminder of another person who was bad to you with similar characteristics.

Maybe he wants to ask or tell something but cant tell you or doesnt know how to tell so he's seeking a way to catch your attention or someone in your office.
