Use of Skrill (former Moneybookers)

Now after getting fedup with too much fees of Paypal, I have decided to join Skrill. I made it and got 40$ from BMF.
According to Skrill, their fees is 1.5% (or 1.45%); however some people says Skrill can charge fees as nearly $10 even for small transections.
But as a starter, I have to ask from experts how they felt and feel Skrill?
How much fees they are charged?
What are the Pro and Con with it and how they deal with CONs?
It says we can even buy and sell bitcoins with it, means in India where buying/selling Bitcoins is not allowed, we can still do this via Skrill.
But for everything, I need guidence and information.

I knew nothing and I searched, this is what I read on their site
Skrill charges a 1.9% transfer fee (capped at €20, or equivalent) and takes a 3.99% margin on the exchange rates. The total cost of your transfer can therefore be almost 6% of the amount
I am happy with PayPal, Skrill sounds more expensive.

I used to use Moneybookers for depositing in online sports books. When they stopped accepting those transactions, I stopped using them.
