how come donald duck does not wear pants?

ever notice in the early dainey shows mickey mouse had no shirt on
and Doanld duck had no pants on , why is that duck allowed to do things with out
pants on. some how he even got in to the navey and he still did not have to wear pants. what do you think should donald duck wear pants?

some people do dress their pet in full clothes.
In florida this lady use to make swim wear
and wedding dress for pets cat and dogs no joke.
but since it a cartoon and mickey does wear pants but no shirt in the early shows

@eagletrek2 Some people are weird, because most pets hate to wear dresses. I had a friend who dressed her dog, he was furious. Anyway also Daisy Ducks does not wear a skirt or pants, same for Uncle Scrooge and the 3 Donald Duck's nephews.
