A Hard to Belief Story of Animal Cruelty

On January 6 as two Bakersfield, California residents were bicycling down the street, they saw a woman on a rented electric scooter passed by them dragging a small dog behind her. Trying to yell at the woman did no good since she had headphones on her ears. The dogs paws were visibly bloody and its body was motionless.
The two bikers called the Bakersfield Police Department. When questioned by the police she merely said: "Sh_t happens. Just like it does with kids."
A homeowner's video camera caught the entire dragging incident and was even posted on Facebook. More than 62,000 people have signed a Care2 petition calling for the woman to be charged with animal cruelty. On January 16 the BPD filed a complaint regarding this with the Kern County District Attorney's Office.
The dog's name is Zebra. He was seen by a vet and then handed over to his owner. The company that provides the electric scooters released a statement saying that this woman would be banned from their service.

She needs tied behind a car Then told the same thing when she starts yelling.

That's terrible. The vet should have gave the dog back to its owner. (I'm not a dog person, but I would never do that to a dog.)
