There is a saying: An empty vessel makes the most noise meaning that someone who likes to hear the sound of their own voice usually says nothing worth hearing. Do you know anyone like that - I know I do!

There's probably a lot but differs in degree lol some are noisier " Shallow waters are noisy while deep waters are silent" is similar to your quote.
