What are they doing?

Yesterday morning when I raised my dining room blind there was orange lines painted on the ground outside my window. And I couldn't remember what the orange stood for, my husband had told me those codes, but I have forgotten. A friend sent me the color code chart and it says that orange is for "communication". Later there were men digging trenches where the lines were, at another area back there too, I opened the window and asked what they were doing and they didn't speak much english I opened the window and he motioned something coming down from the sky. I said,"Oh drains?" and he shook his head yes. Then we saw a man talking to a neighbor and later I asked her what he said and she said that he had heard (rumor) they were improving the sewer system. So who knows!
