Advice for a new Prime Minister

As the United Kingdom is about to change Prime Ministers, the advice of a former PM, Gordon Brown, who was in office from 2007 to 2010, comes to mind. He suggested that the departing PM should hand his/her successor three envelopes, which were only to be opened, one at a time, should a real crisis develop. Envelope 1 contained a note that said "blame your predecessor". Envelope 2, to be opened when the next major crisis arose, said "blame the statistics". The third envelope, only to be opened when all hell was breaking loose, offered the advice "prepare three envelopes".
