A good point about gun control, Donald

In his response to the gun outrages in El Paso and Dayton, President Trump has said that something "may need to be done" about gun control.
He has also said that the attacks were due to mental illness.
That seems to suggest an obvious starting point for gun control - stop mentally ill people from getting hold of guns. Surely what is needed is a proper licensing system so that only people who meet certain criteria are allowed to own guns. Should somebody's mental health deteriorate below a certain level, the license would be revoked and any firearms held by them would be withdrawn.
Could that happen? If you follow the logic of what Trump has said, surely the answer would be Yes. However, his strong support for the NRA suggests otherwise. Would any sort of gun control be seen as the "slippery slope" to repeal of the 2nd Amendment?
