I was in the restaurant business for 38 years of my 50 working years, 30 of them in South Florida from 5 star restaurants to joints and I loved being a server turning down many manager offers or opening my own place.
This article makes it seems like this is a new part of restaurant business--it isn't--going back to 1956 I can name names of where these practices took place and some not even mentioned like 'paying' servers to come in and clean the restaurant from top to bottom and being paid with a 'meal'.
"If you don't like the job, leave" is easier said than done.
(This may also explain to you who don't live in the USA why tipping is so important here!)

When my eldest son was 17 ( now 23 and presently a cadet deck officer in an international oil and chemical tanker) he asked me if he could have a summer job as waiter and cook helper in a friend's small eatery serving regional dishes in our place, I consented so that he would learn to value work and money.
My son was paid 100 pesos or the equivalent of 2 dollars plus a meal and afternoon snack a day
but he made a lot more on tips. My wife and I would often eat there just to check on what he is doing and would tip him as we normally would when we eat out as a family. I see his face brighten up when I hand him my tip although it's just a fraction of what I give him for allowance when he goes to school.

The majority of my husband's paychecks come from a tip pool and someone was dipping into it and stealing. They got caught and still the tips that my husband and his co-workers missed out on have not been returned. He works in banquet at a casino and has been there over 23 years. The pay and benefits were very decent for many years. Now the pay stinks. We suspect that the tips are still not being destributed honestly.

yes sir, these "practices" 've been goin' prolly since the beginnin' 'f cafes. i know when i worked't a truck stop, the manager went 'round, picked'p all tips left. he'd give the servers what he claimed 'twas 80% 'n the rest 'twas fer the "house". a full out liar 'n thief. when the truckers caught wind, they'd leave a couple quarters'n the table. hunt's down 's they departed to give's a hug 'n shove some dollars'n our pockets. ne'er got o'ertime pay, nor a free/discounted meal.
'tis good now that so many places 're bein' busted'n forced 'nto restitution. sadly many'll ne'er be reported though.
