Cell Phone Use

It’s truly undisputed that today; cell phone is part of our lives. It makes communication easier and at hand every time— and there is no problem at that point. However, my concern is about the use of cell phone at work. I have this observation that some workers (if not all), got busy with their gadget before their duty which they are paid to perform. Even those working at the government agencies/offices have their share of violation too. I believe that companies or establishments have their regulatory policy on this but, we know that people are not that obedient all the time.
If you are a superior or the owner of the business, what will you do?
At what point would you say that the use is enough?
