It could have been one of those phone calls where somebody is trying to sell something and they just phone a random phone number hoping to make a sale. We often get automated phone calls from these people ,when we answer, there is nobody there but a voice on a recorded message , I just put the phone down. Sometimes there is nobody there at all.
However if the call to your brother was made on a mobile phone , perhaps you phoned him by accident. I had this once when my daughter lived at home, somebody called her on a mobile without knowing it. I answered the phone and I could hear lots of chatter in the background because the person who owned the phone did not know she had it switched on.
