I read this news today. It will start from January 1st, 2020. Since Holland just refers to two provinces, but in fact there are totally 12 provinces in this country. Holland is a part of Netherlands.
Now finally I know the difference between Holland and Netherlands. Of course Holland sounds much more familiar with me, but Netherlands makes sense as it refers to the whole country.

@Butterfingers WRONG! The Netherlands is a country Holland is a province. Do you say that Punjab is a country, or that Goa is a country? Or only India is a country?
Now you understand because they pretend that only The Netherlands is used, people cannot make the difference, but there is a difference.

Using Holland as their name gives a feeling of "takes a part for the whole" .Netherlands is noted for tulip.
