Can Software Become Hard to Solve?

Yesterday, I went to the primary school to get the TC's of the new entrants in our foster care home. This time the teacher-in-charge was there but he could not give what I wanted. He expressed his helplessness. He told there was no computer in the school, it can only be done outside, the website is not available all the time, the new system of computerised online transfer certificate has become a problem etc. He assured me that this week he will give me the document. Till then, I must wait patiently.
