Why the shoes?

This is a bridge that crosses the River Spree in Berlin - the Oberbaumbrucke. Road traffic crosses on the left, there is a railway line above our heads, and this is where pedestrians and cyclists can cross in safety.
And strung across the ceiling are all these shoes! Where did they come from? Why are they here?
I haven't a clue! Any suggestions?

Maybe it's just a fun thing. There are various trees around Australia that have shoes or thongs (flip flops) attached to them. These are at Echuca in South Australia.
