For this fist wash and drain mint leaves, now take a pan on adding 1 spoon oil shallow fry 30 grams urand Dal, 5 red chills together. Fry both until getting brown colour. Then after remove to plate, just keep until it be come completely cool. Now again adding 1 spoon oil, now add washed, drained mint leaves to it. Now shallow fry until it leave that's raw smell. Then transfer to plate, keep to cool. In mean time take coconut, cut into small pieces. Now take a blender add urand Dal, red chili, needed salt, fried leaves, needed tamarind, on adding required water prepare a past. That's all mint Chutney is ready. That green Chutney we prepare for pani pooti or bhale poori preparation. Your recipe not good for rice but good combination for Idli and Dosa.

I have never made chutneys of any kind, but I have plenty of mint leaves and could try it. I just do not have urand Dal or know what it is. It sounds as if the red chilis will make it spicy hot.
