Off duty law enforcement officer saves a 21 year old man from drowning

Darius Burr who is a U S Secret Service agent was at the right place at the right time yesterday when he and some Good Samaritans took a 21 year old male who passed out in the water.
Burr with the assistance of several bystanders managed to take the victim from the sea to the shore where Burr and a few other persons took turns using CPR to revive the young man.
One of the bystanders called 911 to report the incident at the beach, Stafford County Sheriff's Office deputies and Stafford County Firefighters arrived to take the 21 year old man to a local hospital where he is expected to recover from his near death experience.
How did the 21 year old victim got into trouble at the beach is being investigated by the authorities.

The secret service agent Darius Bur did the right thing in saving the 21 years man's life. But why did the man pass out in the sea. It indeed needs to be investigated.
