Some evil persons often blame others for something that they never really do. That is just unfair. For example, we throw a stone and hit someone, but we say we are not the doer, but our friend who does it. Now our friend becomes a scapegoat. In Indonesia, we say "kambing hitam" which literally means black goat as scapegoatm
