Caging & Leashing: Barking & Howling!!!

It has been days that the pastor in front of our house is being insensitive. I had shared that we are having a problem with his howling dog before. Now, we were surprised that he has three dogs in total. The howling dog is being leashed next to his house and the two dogs are being caged adjacent to his house. Because of this situation, they are singing in chorus all day and all night long. Do you think he is insensitive to his neighbors and dogs? Do you have this kind of neighbor? Some years ago we had a neighbour in our street with a dog which was barking and howling all day long. The neighbours complained to the police and the owner had to take the dog away. He took it to the countryside where the noise wouldn't disturb anyone.

We can also call the police if a dog is barking all the time.

@MALUSE This is what we wanted. It seems this owner thinks that we are in the countryside. I thought we will deal with one dog. With three dogs, this is too much to bear.

No, we do not, because it is against the law here, you can call the police any time of the day if the dogs are annoying.

@LadyDuck I agree. We do have a rule that is called public disturbance. I am not sure if this pastor is aware of this.

I am asking a higher official about it. She said it is possible to report them. It is really annoying.

@Shavkat We have a specific paragraph concerning "disturbing noises" that are not allowed, no matter the time of the day, dogs barking must be controlled by the owners or the dogs are sent to a shelter.

That must be so annoying for you. If you report him to the authorities they should do something about it. Apart from the nuisance to you it must be horrible for the dogs themselves.

We are planning to do this soon. If they cannot do it soon, they will be in a difficult situation. It is not good to have an argument with a neighbor because of this common-sense issue.

You could complain. He is not a good neighbor. If our dogs go off we are looking to see why.

I agree. They cannot even say, 'shoo' their dogs to stop. This pastor is not really a good neighbor. In fact, the howling part, some elders believe it is bad luck.

I don't think he is insensitive. Mostly people who love dogs are kind in person (though this is totally based on my little life-experience!)

@Dreamerby I agree. These are house pets. They should not be caged and leashed. A cruel owner to be so insensitive.

It doesn't matter if the owner of a dog is kind or unfriendly. It's impossible to have a dog which barks all the time in a townhouse with many neighbouring houses nearby.

We don't that problem here because we don't cage animals. They just roam around the streets like people. You come over here and you will find dogs, chickens, sheep, and goats roaming free. At the end of the day, they head back home just like humans.

It is supposed to be not in being caged or leashed. A pastor cannot do his preaching. What a shame for him to do this.
