This phrase probably telling us that we have to be patient to get what we want in life. We should have a positive attitude to everything and not get impatient when things are bad. i think that phrase also means about process, we can't get what we want in instant jus like the rainbow, it has to rain first before the rainbow comes

I've seen this quote before. It's a good quote and we have many storms in our life but we must trust God for he will bring us through to sun and the rainbow. I hope this made sense.
