I Have to Give Him the Bad News

We have known this young man for about five or six years. He used to live in another apartment here in the complex until his mother went against the housing rules and they( his brother, him, and his mother) got evicted. So, we (me, my daughter, and grandson) were trying to get him on our lease and let him live here with us. We had the paperwork and were just waiting for a couple of needed documents to get here in the mail so we could get it all finalized and send it in. I was emailing the housing rep and the landlord to give them an update and in conversation, the housing rep told me that because he is not a family member we cannot put him on the lease. We had no idea. My daughter's boyfriend was put on our lease once years ago but, that was then and this is now. So, now I have to tell him and the family when they wake up. Ugh! Sure wish we could find a place to live outside of the housing. I know we are lucky to have the Section 8 voucher( if we didn't have this place we would be homeless) but we fill so put upon . Always something we have to do or something we can't. I am very sad. Poor guy! He's been sleeping in his vehicle and it's been averaging about 15 degrees each night. He can only stay here for 30 days as a guest.
