In the countryside there are certain bald rocks without vegetation.

Certain rocks are formed due to geographical reasons including change in temperature. For the typical types of formation these rocks dont attract vegetation. There are no shrubs and plants. The rocks really look very different.

Is that place in Deccan region in the picture behind you? Yes there are many such rocks that do not support Shrubs and Grass.
