The Rourkela airport operation goes on delaying. Why?

Flights from Rourkela Airport, my city to different parts of India were to take off on the 5th of December 2022 but got postponed to 15th Dec. 22 and Alas! That didn't happen too. I really don't understand why is the aviation ministry going on delaying the intiation of flights. The aviation minister keeps giving evasive replies to the Odisha MPs when asked for updates.
Isn't that ridiculous. What's the Central government's intention. Why are they behaving is such a fishy manner? Do they have the right to waste people's taxes in such a manner? They are rather cheating and duping the people of Rourkela when the International Hockey match is going to commence from the 13th of January 2023.

We have problems here with airlines cancelling flights all the time. It drives people mad.

Here in my city the airport has long been ready but DCA(Directorate of civil aviation) is delaying the lincenses to different airlines.

This airport was used by steel plant officials to fly their charter planes and was operative before being converted to an airport. We need an operative airport badly in my city.

Yes, both for the people of Rourkela as well as people coming from other states. My sons are eager to see the flights start. So that they can reach home fast. Even the offices of the steel plant can return to Rourkela within a day after attending their meetings in Kolkata or Delhi. I really don't understand why the DCAB is delaying with the issuing of license.
