A "What the heck" sign!

I saw this sign in a bike stand which had a few bikes parked. It had me scratching my head in confusion. Can you try to figure out what it was saying? Some bike stands instruct the bikes to be parked without the handlebar lock so that the bikes can be moved easily to make it easy to move other bikes. But the second part absolutely stumped me!

It might make sense to the one who wrote the sign but no one else knows what it means. He does not communicate well.

It may have been a word to word translation from the local.language.

Unless the person who made the sign meant, "Don't Here," as in "Don't use handlebar locks here," I cannot begin to guess what the bottom of the sign means.
