Adso has turned into quite the little terror

Adso is an almost 3 year old black/gray tabby cat. I've had him since he was 8 weeks old. He started being a bully to my now 5 year old orange tabby, Charlie, back when he was about 8 months old. I always had plans to have him neutered but that behavior was the kick in the butt to get me to make the appointment. His behavior returned to normal. Over the past couple of months, though, he has started bullying Charlie again. I have no idea what is causing it. Adso is significantly smaller in stature than Charlie but that does not deter him from cornering and attacking him. He has grown up with Charlie always being in his life. I truly don't know what's up. Adso also wants no part of Whiskey, my neighbor's 9 month old French bulldog puppy. Whiskey gets along great with Charlie so he assumed that Adso would also be friendly to him. Wrong. Adso will hiss at him and swat if the dog gets too close. He's been such a little punk that Whiskey won't even walk past him these days. If Adso gets between the dog and me, Whiskey will not come when I call him. It is all very strange. I've had cats all of my life and I've never had a situation like this. The funny thing is that Adso is the sweetest little cat to me and to my ex when he visits. He doesn't like strangers much though he will eventually come out for my downstairs neighbor or the cleaning lady. He always comes out for my ex, though, and will happily let him pet him. He is like half-sweetheart and half-terror.
