Send the Vagrants back to the countryside

From Papua New Guinea - if you are unfit to live among everyone else, you shall be excluded. Now remember dear ones, that Papua New Guinea is the last outpost of those sharp toothed nibblers of h.sapiens and have a history of ethnic violence going back centuries. A novel approach to some fear back into the less desirable members of society who indulge in uncivilised behaviour, is for them to ship themselves right back to the countryside. Yep, no bus or train to take you back, if you are a beastly little so and so, you must get yourself back there. This raises two issues in my mind - firstly, what would the people in the countryside do if these people indulging in primitive behaviour do it there and they get tired of it? Tell them to go back to the city? This could become a vicious cycle. Unless... people in the countryside are sharpening their teeth at the prospect of meting out some less civilised punishment? Secondly, what is in the countryside that would make even these less desirable people scared to go back there?
