How Early is Too Early?

We had our monthly community meeting in the apartment complex I live in today. We are under new ownership, and the new owners are making ridiculous rules and making changes that make many of us feel like prisoners. (This is a big reason I am looking to buy a house.) So today, among other announcements, we were told we could no longer have our personal gardens and that we have to move everything out of our gardens by this Friday. Today is Tuesday. This is Feb 13th.
I have some garden decor to move, but I am wondering if it is going to be too early to dig up certain plants to be saved or given away since I don't have my house yet. This is NW Ohio and growing zone 6. Specifically, I want to dig up 3 winterberry bushes that are still small. Two females and one male. They were expensive and a gift from a good friend. I was hoping to have more time so it would be a few weeks left before moving them. I also would like to save some sedum she also gave me, and my tea rose, some irises, and some dianthus pinks.
The temperatures have been pretty mild the past couple of weeks, above freezing.
So, are there any master gardeners out there who would know what I can do? Are my plants lost to be mowed over by the new owners?

That is ridiculous. I can see why you want to get out of there. They should have given you more notice to remove everything from your gardens.

@Happy2BeMe Actually I did some research today and found out that for many of my plants, this is the perfect time for transplanting them.

This is ridiculous and if you buy a house be sure not to buy where there is a Homeowners association who also impose those ridiculous rules. I think that you can save the plants if you dig an enough large quantity of soil and place in large pots.
