The likely outcome of the recent terrorist attack on Pahalgam India

I am a great one for dialogue, and a greater one for it being BROADCAST LIVE. That way we would know who is being reasonable, and who is not.
In the past, this was not possible. Now, with the technology, such a thing is possible.
I am also for strengthening the UN, International Court of Justice, IMF, World Bank, etc. There should be no defiance. A truant nation will be punished immediately by all nations joining to form the UN. And all nations have to contribute equally for functioning of these bodies, because it prevents unnecessary wars and skirmishes. The other reason is to prevent lopsided decisions when a nation contributes more.
Coming to India and Pakistan, terrorists attacked tourists at Pahalgam. What should be India's response?
What led to such attacks to begin with? Series of laws, rules, regulations, etc. some of which were right, others not. But all targeting a community, which means there is a lot of anger and hatred brewing in. Even the right laws are colored differently by the press in their world, who do not do their homework. People in their countries start believing everything to be wrong, because of some of the wrong steps, and seething anger leads to the terrorist attacks.
Who is responsible? Politicians. Who pays the price? Commoners.
Now, after terrorist attack, one of their leaders acknowledged supporting it. I doubt it. When a terrorist attack happens, many try to claim responsibility. Leaders wanted to gain mileage with people, so they claimed having supported such an act.
In truth, the restraint so far by the Pakistan politicians is because Pakistan is slowly improving its financial status.
India has not taken it lightly. It is using all diplomatic channels to isolate Pakistan, which is a good thing. Pakistani politicians should not be expressing solidarity with the terrorists.
But stopping water? Yes, we are doing it. I am not for military offensive mind you. Lives of many armed force personnel are lost then. As it is we have lost some citizens. Why should we lose more Indians?
What stopping water will do is..................PROLIFERATE TERRORISM.
How?
The crop will be lost. More farmers would run short of money. Their kids will join terrorist outfits, who get money through illegal means such as selling arms illegally, generating counterfeit notes, growing selling and peddling drugs, offering services as henchmen, human trafficking, organ trafficking. So....the revenge in this format seems to be counterproductive.
To me it is commonsense to sit for a dialogue, even if it seems stepping down from our stand so far.
Hopefully, reasoning prevails, though it is unlikely in Indian men.
