HUMANS; MOST CIVILIZED ANIMALS BUT NOT THE MOST INTELLIGENT!

I read somewhere the quote: “Humans remain the most civilized animals but undoubtedly not the most intelligent animals”. Whatever manner the author of the quote arrived at the definitions of civilization and intelligent is still a mystery to me. But then, among the driving instincts on man’s civilization, I think it is just about making life easier, better and more secure or maybe comfortable. As for the intelligent part, I am aptly convinced that even the smartest in class might not be the most successful in life. I can say I am civilized because I live in a house, I don’t walk around naked, I source, prepare and eat clean or good food etc. But the mice that occasionally visit my house and steal my grains, bread and sometimes fruit? Looking at the one I trapped recently, I found out that it looked even healthier than me! Without the civilization, it seemed to have led a life better than mine! What is your take on the quote “Humans remain the most civilized animals but undoubtedly not the most intelligent animals”?
