Small case big case...what sorta laws need to be there

Suppose I slap somebody. That person has a choice to go to the court. Whatever compensation maybe sought from me, the case could prolong making me more miserable.
And there is always a chance of me losing, right? Much depends upon the skills of the lawyers, and the frame of mind that judges have.
Seriously ..yesterday a judge in the supreme court asked a person feeding stray dogs to take them home and feed them there. So the views of judges can influence the judgement.
But there can be cases ... where small sums are not paid like the rents. They are difficult to extract, without spending both time and money.
To prevent such cheating which leaves foul taste in the mouth, I suggest a 100 times compensation of the the amount or xxxxxx amount, whichever is more. The xxxxxx can change each year in the court.
But the idea is, if I owe somebody 10000 bucks, and I refuse to pay it, that person may approach the police station, who will be forced to decide in my favor, if I produce the evidence. The guy will be given time of a week, failing which the liability will become 100 times, or imprisonment. He may exercise his rights against me, after paying me that 100 times amount, by using the services of a lawyer and filing case in the court.
That way, if I have wronged him, I stand to lose the 100 times, amount he paid plus court fees, and lawyers fees. The judges may also add any further punitive measure. But otherwise, he loses 100 times the amount.
Such laws will prevent cheating at a lower level, and improve the overall harmony and trust among people I feel.
As of now, most people feel bad, remain in foul mood, and hesitate trust and help another person.

Minor crimes rarely get prosecuted here.That one African lady (I helped her start a Day Care facility) still owes me over $1000. Iwent to the police,and they said there was nothing they can do. I filed a claim with some "worker's rights" organization months ago. They said it could take years for justice to be served. Criminals are emboldened here right now.
