Would you support a tariff rebate?

US Senator Josh Hawley has introduced legislation to provide people with $600 tariff rebates due to the money that these idiots think other countries are paying to this country. He said: "Like President Trump proposed, my legislation would allow hard-working Americans to benefit from the wealth that Trump’s tariffs are returning to this country."
I seriously don't understand how these people still don't understand how tariffs work. Other countries aren't paying tariffs. American importers have to pay them and then they pass that cost onto consumers in the form of higher prices. Last week I read that Walmart said it has had to increase prices up to 51% on some items. China or Vietnam or that island of penguins and seagulls isn't paying more--WE ARE.
If Hawley was really concerned about providing relief to American consumers then he would push for Trump to end this tariff insanity. This is some seriously circular BS--cause the price of most things to increase and then say you are going to give consumers a "rebate" or "tax relief". Um, how about just getting rid of the tariffs?

I thought the whole purpose of tariffs was to reduce the budget or pay for all of these things. Or was that yesterday? Or do they even know?

I understand that his tarrifs are having a huge impact on our Scotch Whisky exports to America.
It's getting priced out and America is our second biggest market for it
But I believe the Chinese are coming to our rescue
