Washing the streets

When we have such a water problem all over the world. Many people don't have access to fresh drinking water. Why are many cities now washing the streets and sidewalks every day? There is a man who walks the sidewalks with a truck next to him, they go through all the main streets of the neighborhood. . .
I see this when I am out walking the dog.
A friend tells me that even in a city that is in the desert they do this? Is there another way to clean the streets and sidewalks?

Yeah, they waste lots of water everyday. I wish that they could use a truck like that. Can you post a picture?

@lifecoachjerusalem Those are the streets cleaner used here. They have a container of water, they spray only where it's needed.

@LadyDuck Wow, that looks like what I used to see in Los Angeles. They had certain days that you couldn't park on the street so that they could do a better job in the gutters.
