I am listening to a video by a popular YouTuber, a newscaster for East Idaho News.com, Nate Eaton. He is interviewing two cops experience with dealing with paranormal investigations and being first responders. It seems that the basic problem is not with getting people to believe in the paranormal but with the police force being able to do investigations and reporting what they have seen and heard. They get into trouble with just reporting the facts in an paranormal situation. Two retired police people are being interviewed about their experiences. They got "called upstairs" for them once for just doing their jobs. Reporting on a call that the person has seen something and can't identify it. They were told to just shut up about it. They now interview people and let them tell the stories as to what they saw. You don't have to believe to report and take stock in the facts. Moving past it and listening to their stories is so important. Some believe and some don't and wouldn't even report anomalies. I have added the website URL below.
