Himachal Pradesh and Kashmir are the 2 states of India which receive the maximum snowfall during december and january. As they are the northern most states, on the other hand they have heights above 8000 feet. the majority of food items like rice, wheat, potatoes and vegetables are provided by the neighbouring states.

Yeah, very few food crops will grow if it's too cold. There is a wheat grown here during the winter and a few vegetables that can grow in the cold and are harvested in the spring.
