Strange case of child labour

A local news outlet here in Kenya reported a case where some parents were arrested and apprehended for sending their children to hawk peanuts and sweets in a buspark. They were charged with child labour and forced to pay a fine of Ksh. 500 (around USD 4). I found this case strange since the current curriculum is competence based and encourages children to help their parents in productive activities during holidays.

Were they supposed to be in school, and instead were working? If they were taken out of school to work I can understand the fine. But if they aren’t failing out of school, this surprises me. There is a family of 11 who lives in New York City. When they aren’t doing schoolwork, they stand in front of their brownstone and sing and play instruments to earn a little money for their parents because living in NYC is expensive. I don’t feel great about that as it puts pressure on the children, but they are trying to make a living. I don’t want to put adult pressure on kids, but as long as it isn’t constant, and they enjoy their childhood, I’m not outraged. When my dad was young, during the summer he and his siblings would travel to California to pick potatoes in the fields.

I wondered that as well. "Were they supposed to be in school"

I have made a bit of money plaing on the streets. I think it's called "busking."

That seems a bit strange. I wonder if there is more to the story.
