Rip off!

This sounds like a rip off to me!
At first I thought this was a great idea because of my health issues and the trash dumpsters were more than a block down the steep hill. They placed a trash can in front of each apartment door.
We received emails from the apartment complex office that a third party Valet service would be coming out each day Sunday through Thursday , except for holidays to collect our trash at 7:00 PM. We have to put our trash out in the can in a sturdy plastic bag that is tied shut. The bag must be in the can and we have to bring the can inside our small apartments by 9:00 AM the next morning.
The service will be free until we resign our lease and if we break any of the rules we will be fined! And we are not allowed to opt out of the plan! We also got a recent email that it doesn't matter when when we are going to start paying when our new lease starts but the fines will start on January 1, 2026.
In this area, a lot of people work further out or have to work two jobs in order to afford or even qualify to rent their home or get a loan for a mortgage. Especially this town is off a main interstate and traffic is usually very heavy. Many times on that interstate there are accidents and the traffic goes on to the back roads thru our town. Causing just to get around locally a long time. For example a ride that is normally 10 minutes takes an hour!
Tenants may still take their trash and put them in the dumpster's themselves but they still have to pay the $18 a month!
One night at at 12:30 AM, so it was actually morning I received a text from the Valet service saying that they were now on the property to pick up the trash. I was thinking ," What? They were supposed to be here five and a half hours ago." Then it texted me again at 1:00 AM saying they noticed that my trash was not out, to bring it out. My trash bag was not full so I wasn't going to take it out. Then at 1:30 AM I received another text that they were still on the property and they would come back to my building and get my trash. Plus according to our lease quiet time is after 9:00 PM. When I first downloaded the Valet app and tried to sign in they had my wrong address and would not let me change it!
I reported this to the apartment office!

This is ridiculous. First, I would not want a dumpster in my apartment, Second $18 a month is outrageous for trash pickup. I hope something changes there....and pickup at 12:30 am is also totally unacceptable.

It is not a dumpster, it's a trash can. Kind of like our kitchen can but a little smaller. The black can on the left is the Valet one and the other is our kitchen can. It does seem a bit high with the stupid fees and timing. However the people that live in houses, etc. are paying almost $40 and have to take their can's out to the curb and sit them in a direction were the handle is facing outward so it is easier for the trash man to get the can to the truck. They are getting paid! However it's difficult for the elderly and handicapped to do this.

Yes like I said they have 2 dumpsters beside each other.The set was one regular trash and the other was for recycling. They are spaced out around the property. So it averages out to about it covering for 8- 10 buildings. However there are 2 sets that are closest to our building but they are down a steep hill in both directions! The one at the top of the hill we cannot use because they are for use of the condo's next to the apartment property.
We have lived here for three and a half years and now all of the sudden they are doing this. I would like it better if it were optional and times were better. And I do not understand why we need to bring the can's inside.
