In many resorts I found although part of roof is used as lawn the plants are planted in pots

In some resorts I found the entire terrace is not converted into lawn. Part of the terrace has grass. The rest part is full of pots. There are flowering plants or plants like cactus. As it is rooftop there is more light and air.
