Kenya Importing recycled paper... makes no sense

Any time I see and use imported printing paper and at the same time witness our garbage collectors burn our waste papers I wonder what kind of leadership we have. I wonder whether equipment used for paper recycling could be too expensive for a country like ours to have. If so, what makes it difficult for us to export our waste paper to the countries where paper recycling takes place. Or may be I am just overthinking. Does paper recycling take place in your country?

As far as I know we recycle waste paper. It would make sense for your country to recycle paper too but perhaps, as you say, it's too expensive.
