Russia is sending oil vessels to Cuba but Trump cant do anything about it

Cuba is running out of oil and many other things, and it appears the country is on the brim of collapse. Fortunately for the country, Russia sent some oil vessels and they seem to have received some lifeline. What surprises many is how Trump seems to be helpless watching the situation.

I do not believe that Trump dares to do something against Putin now. He already has plenty of problems with Iran.
