How can a network provider not have network?

Okay so i mostly use my MTN sim card for browsing but i also have a GLO sim ( another network provider) though i rarely use it but recently i found out they actually had cheaper data offers and that's when i noticed the sim still runs on 3G network since it's an old sim and i have a 4G phone. I decided to go to their office close to where i leave to upgrade my 3G sim to a 4G one, and i was told they had network issues. Which means i probably have to go back on monday ( which am not even sure if i have the time for that)
How can a network provider not have network?

If the network provider is having difficulty with their local towers, they may not be able to broadcast network to your phone. If they are doing work on their towers, network providers turn the network off until the work is finished. If the local network provider cable to their local network has been damaged by somebody accidentally damaging the cable that provides the network signal, the service will be down until the cable is repaired.
Those are the possibilities I can think of off the top of my head. There could be other problems that I'm not remembering at this time, too.

@eLdav1s Oh, I see... Yes, some companies do try to save money on equipment. I'm sorry if that's the case. It could take quite a while for them to make repairs.

If i have the chance i we go back on monday to check again but that's under probability. Let's see how monday goes.

A friend of mine had the same issue. He wanted to retrieve his glo sim and he was told to come back cos there was no network. Its sad
