Should the parents be held responsible?

In California this past week (I think it was California), a woman around 30 years old is fighting for her life after two boys, 7 and 4 stole their parents keys, and took off with their car. This poor woman has a brain bleed, facial fractures, and other injuries, and will require several more surgeries. Tons of kids know where their parents keys are; to have kids steal them and drive is almost almost unheard of doing. I’m thinking the parents will be sued within an inch of their lives, and as the father is an Uber driver, I doubt he has any money to spare. Incidentally, one boy broke both legs while the other had a concussion. No one is talking about taking the boys away from their parents, and I too, think that would be a bad idea. And I know, despite having no children, parenting is HARD. But I’ve got to think the parents have to face some kind of consequences. *As of now, a GoFundMe has raised $18,000 for the woman’s recovery, which, as we all know, is nice, but not enough to do squat with her kind of injuries.
